Mexico regulates gambling under the Federal Law of Games and Sweepstakes (Ley Federal de Juegos y Sorteos), dating to 1947, overseen by SEGOB (the Ministry of the Interior) through its Gaming and Lotteries Bureau (DGJS). There's no standalone online gambling licence — a casino can only offer online play as an extension of an existing land-based permit, under Article 85 of the regulations. New permits haven't been issued in years, and a November 2023 reform ended third-party "operador" sub-licensing arrangements that used to let more brands enter the market this way.
The practical effect: an estimated 60% of the online gambling market in Mexico operates without any SEGOB licence at all. A full modernisation — a new Federal Gaming and Lottery Law, with a proposed National Institute of Games and Lotteries — has been in development since 2025 and is expected to reach Congress in 2026, but hasn't passed yet.
State-level casino bans exist too
Even land-based casino operations are prohibited outright in five states: Baja California Sur, Coahuila, Guanajuato, Nuevo León and Tlaxcala. Online availability isn't affected by which state you're in the same way, but it's a sign of how fragmented Mexican gambling regulation still is compared to newer frameworks like Brazil's.
Brand new, and a genuinely big deal
Revolut ended its Mexican beta and launched full banking operations on 27 January 2026 — no waiting list, over $100 million in capitalisation, and Revolut's first complete bank built entirely outside Europe. It's regulated as Revolut Bank S.A., Institución de Banca Múltiple, with deposits protected by IPAB (Mexico's deposit insurance institute) up to roughly 3.4 million pesos. The headline feature is free remittances between the US and Mexico, but standard cards, transfers and the usual Revolut toolkit are all live for casino deposits like anywhere else.
